Brian is a thinker, tinkerer, and change-maker with a passion for enhancing livability through smart, safe transportation systems. Currently the Senior Analyst at Lancaster Engineering and Director of the firm’s newly-formed Street Lab, Brian advises public and private sector clients on topical transportation and urban design issues, including parking management and strategy, active transportation design and encouragement, and moving toward Vision Zero. He is an alumnus of Portland State University’s Transportation Engineering program, and his research interests include parking management, transportation economics, and walking for transportation. Brian is an ardent believer in using good data and clear communication to inform transportation policy, and his day-to-day work is a blend of engineering, planning, writing, design, and entrepreneurism.

Northwest Portland Parking Studies, Portland, OR
Conducted a comprehensive before-and-after analysis of parking demand, turnover, permit usage, and loading zone demand around parking management such as the introduction of metering and the expansion of the Zone M permit district.

Newport Parking Management Plan, Newport, OR
Developed a parking management plan including management strategies, revenue projections, assessments of capital needs, etc. Plan considered the unique needs of three distinct parking districts, and accounted for the competing demands of local commerce, tourism and fishing.

Uptown Charlotte Parking Inventory, Charlotte, NC
Conducted an inventory of available parking supply, pay stations, etc, and analyzed occupancy and turnover similarities and differences between Tuesdays, Thursdays, and Saturdays. Study area included all of Uptown Charlotte, consisting of a wide variety of land uses and contexts.

Central City Parking Occupancy and Turnover Analysis, Portland, OR
Conducted a comprehensive study of parking supply, occupancy, and turnover in downtown Portland. Pioneered a tablet-based data collection methodology that enabled efficient collection and analysis of hourly data over a 15-hour period for a 300-block face study area.

Rosemont Trail Design & Assessment, Clackamas County
Identified safety issues, developed engineering mitigations, and planned a public outreach strategy for the upcoming reversal of a prohibition of bicycles from a multi-use path that involved a number of challenges in accommodating multiple modes.

Boise-Eliot—Humboldt School Transportation Analysis and Planning, Portland, OR
Addressed the myriad transportation issues surrounding the consolidation of Boise-Eliot and Humboldt Schools, including conducting a formal traffic impact study, developing a detailed transportation demand management plan which addressed the needs of displaced students; and streamlining operation of school buses and pick-up/drop-off.

Infill Development Transportation Analyses, Portland, OR
Conducted many transportation analyses surrounding proposed infill residential development projects throughout Portland. The various sizes and locations of the projects each presented unique challenges, including traffic impacts, parking generation, safety, and active transportation.
